CODEX APPROVES SAFE HORMONES FOR MEAT PRODUCTION
On 13 July 1995, FAO announced that the Codex Alimentarius
Commission - the joint FAO/WHO body responsible for international
food standards - had adopted recommendations on the Maximum
Residue Limits for growth-promoting hormones used in food
production, despite a European Union ban on the use of these
substances in its member countries. Veterinary drugs which
promote growth in animals are used in major meat producing
countries such as the United States and Australia. The Codex
Commission approved these maximum residue levels after extensive
reviewing of scientific information had shown their safety to the
consumer. The three natural hormones, estradiol-17J, progesterone
and testosterone were evaluated by a Joint FAO/WHO Expert
Committee on Food Additives at its 32nd meeting, held in Rome,
15-23 June 1987.
The Codex decision is based on this evaluation. When used as
growth promoters in accordance with good practice in the use of
veterinary drugs, the FAO/WHO Expert Committee considered it
unnecessary to establish Acceptable Daily Intakes (ADI) and
Maximum Residue Limits (MRL) for these hormones that are produced
endogenously at various levels in human beings. Strict maximum
residue limits were placed on two synthetic hormones, Zeranol and
Trenbolone actetate. These decisions were based on following.
DETERMINATION OF GOOD PRACTICE IN THE USE OF VETERINARY
DRUGS
Good Practice in the Use of Veterinary Drugs is defined by the
Codex Alimentarius Commission as "the official recommended or
authorized usage including withdrawal periods, approved by
national authorities, under practical conditions". This
definition is parallel to the Codex definition of Good
Agricultural Practice used to establish conditions of acceptable
pesticide use. It should be noted that the use of veterinary
drugs requires prior approval by national authorities and that
the conditions of use are defined in this approval process.
However, misuse of veterinary drugs, intentional or
unintentional, is always a possibility. It was identified as a
problem by the FAO/WHO Expert Consultation on Residues of
Veterinary Drugs in Foods (Rome, 1984) and the consideration of
this problem led to the adoption by the Codex Alimentarius
Commission in 1993 of the Recommended International Code of
Practice for Control of the Use of Veterinary Drugs (CAC/RCP
38-1993). This Code is supplemented by Codex Guidelines for the
Establishment of a Regulatory Programme for Control of Veterinary
Drug Residues in Foods (CAC/GL 16-1993). Both documents stress
the need for national control measures, similar to those used in
controlling the use and application of pesticides. The limiting
factor in control of the naturally occurring hormones is the fact
that residues occurring in meat fall within the range of
concentrations which are produced naturally by the animals
themselves. However, the occurrence of levels outside these
ranges can be detected. The Joint FAO/WHO Expert Committee
considered the residues occurring in meat at various times after
the adminstration of naturally occurring hormones as implants in
meat animals as part of its evaluation of the natural
hormones.1
Because the naturally occurring hormones are rapidly excreted
from the system, the only reliable method of maintaining a
growth-promoting dose of the substances is by administering them
as implants (usually in the ear which is then discarded at
slaughter). If the implant is removed, the residue level in the
edible tissues returns to normal within 24 hours. The use of
implants provides a very effective means of control, as they can
be physically detected at slaughter.
EFFECT ON HUMAN HEALTH
The toxicological evaluation of residues of anabolic agents that
are present in human food obtained from animals treated with
these substances must take into account whether or not the
residue is identical to a human endocrine hormone. Studies have
shown that when the three Codex-approved naturally occurring
hormones are administered exogenously, they enter the same
metabolic pathways and are indistinguishable from the
endogenously produced respective molecules.
Studies have shown that the use of estradiol-17ß as a
growth promoter may produce twofold to fivefold increases in the
levels in individual animals, depending on the tissue analyzed.
The maximum increases occur in the liver and fat of steers and
calves given implants, while muscle levels are not affected.
Despite being increased, the levels of estradiol-17ß in
these animals fall well within the normal range found in
untreated bovine animals of different types and ages. With
respect to an agent that is identical to a human endocrine
hormone, the FAO/WHO Expert Committee was provided with the
evidence that assuming all meat in the diet was from animals
treated with estradiol-17ß in accordance with practices
approved by national authorities, the residues would not
contribute more than 8% of the intake of estrogenic substances in
normal diets. However, endogenous production in humans is at
least a thousand-fold greater than this potential intake of
residues of estradiol-17ß. Similar considerations apply to
progesterone and testosterone.2
INFLUENCES ON THE DECISION TAKEN BY CODEX
Mr. Fischler, the European Commissioner for Agriculture, has
referred to external influences on the decision taken by the
Codex Alimentarius Commission. Certainly, the Commission's
decision was seen as positive by some and negative by others. The
countries which voted in favour of the hormone MRLs are primarily
meat-producing exporting countries where the cost of production
is either not subsidized or is subsidized to a lesser extent than
in the EU. Production efficiencies therefore exercised a major
influence on the Commission. The animal health industry,
commercial producers of the hormones, was also pleased with the
Commission's decision for obvious reasons. However, the influence
of the animal health industry has to be considered in the light
of the influence of the consumer lobby which has put a great deal
of political pressure on the EC and member governments in this
area including the highly publicized boycott of veal in the early
1980's.3
In the end, it was almost certainly the realization by the
majority of governments which voted that failure to adopt a
scientifically-based food safety measure would be untenable under
the WTO/SPS Agreement; an Agreement to which almost all of them
had subscribed.
1 These studies are summarized in FAO Food and Nutrition Paper
No.41 (1988). There are 8 studies on estradiol-17ß with up
to 77 animals (plus controls) in each study; 3 studies on
progesterone; and 3 studies on testosterone. The studies were
carried out over periods from 30 to 120 days in order to observe
depletion rates. Analyses were performed on muscle (meat), fat,
liver and kidneys and other fluids and tissues as well as milk
(cows only).
2 In 1987, the Joint Expert Committee compared the intake of
estradiol-17ß that would result from ingestion of meat from
treated animals with the normal daily production of
estradiol-17ß produced in human beings. For example the
average amounts of estradiol-17ß produced daily in men (48
µg) and in pregnant women (37.8 mg) are, respectively,
about 15 000 and several million times the amount contained in a
500 g portion of the meat from an animal treated with the hormone
according to good animal husbandry practice. Even in prepubertal
boys, the amount of estradiol-17ß produced daily (6.5
µg) is a thousand times the amount derived from the
ingestion of treated meat. The Committee therefore concluded that
the amount of exogenous estradiol-17ß ingested in meat from
treated animals would be incapable of exerting a hormonal effect,
and therefore any toxic effect, in human subjects.
3 Here the problem was not with the legitimate and safe use of
approved substances, but the illegal use of dangerous substances
such as diethylstilbestrol (DES). This substance is still
prohibited in nearly all countries. It is a synthetic substance
and its residues can be easily detected.

GENERAL GUIDELINES FOR USE OF HEALTH AND NUTRITION
CLAIMS
The Codex Committee on Food Labelling is presently considering
the proposed draft Guidelines for Use of Health and Nutrition
Claims. Governments, industries and consumers who would like to
review these proposed guidelines should contact their local Codex
Contact Point. Issues that are being considered will have a major
impact on consumers. Local governments, industries and consumer
organizations should provide their constituents with information
to explain the guidelines, definitions, and on how to read and
use labels. They must also explain the impact food labelling will
have on consumers' ability to make informed choices. In addition
to advice on health and nutrition claims, some of the other
issues that are being discussed by the Committee on Food
Labelling include:

GENERAL FOOD HYGIENE
Codex proposals to governments, industry and the consumer on
safe food handling FOOD HYGIENE is vital to avoid food-borne
illness. When people become ill from eating unsafe food there can
be serious economic consequences for themselves, their families
and even the nation. And people have the right to expect that the
food they eat will be safe and suitable for consumption.
International trade in food, foreign travel and a change in
eating habits makes the spread of illness around the world much
easier. New food production, packaging, and distribution
techniques can also contribute to the spread of food-borne
illness. Therefore, farmers/growers, manufacturers, processors,
food handlers and consumers, all have a responsibility to protect
the safety of food.
The Codex Alimentarius Food Hygiene codes identify the
essential principles of food hygiene throughout the food chain
from farm to plate. They ensure that food is safe and suitable
for human consumption; that food is wholesome, and free from
adulteration. These codes focus on attributes of food hygiene
that have universal application. They also give advice on hygiene
practices for foods that pose special problems. Governments are
responsible for implementing and enforcing the Codex principles
for Food Hygiene. However, because of consumer habits, customs,
beliefs or political systems, some member countries may not
formally accept Codex standards. If a Member government cannot
accept a standard, it should notify Codex "in what ways it's
present or proposed requirements differ, and, if possible the
reasons for these differences."
Industry is responsible for applying these practices by
providing food that is safe and suitable for consumption. It must
ensure that consumers have clear and easily understood
information by way of labelling and instructions, to protect
their food from contamination and growth/survival of food-borne
pathogens. It is essential that Consumers understand the
importance of storage information on food products, especially
how to use the "Best before" dates and the manufacturer's advice
on how store the food should be kept. Good product information
helps consumers to handle food properly in the home and during
preparation, serving and storage. Information and education
assists consumers in making informed choices and enhances the
practice of food safety in the home.
